In southeastern San Diego, where nearly half the students are learning English for the first time and most come from low-income households, learning to read is about more than school – it is about opportunity. Research shows that kids who are not proficient readers by third grade are four times more likely to drop out of high school. But for families facing housing instability, underfunded schools, and limited access to books, helping children succeed is not easy. That is where DEEP (Diamond Educational Excellence Partnership) steps in.
Sandra Timmons, a local literacy advocate and DEEP supporter, explains: “DEEP applies well-documented techniques-supporting parents and caregivers with early learning workshops, training teachers in research-based practices, and offering after-school enrichment and language support. Our past emphasis on learning to read through context is like trying to play an instrument using the ‘think system’ from The Music Man.”
Rather than addressing the literacy gap in isolation, DEEP brings together families, educators, and community groups to form a circle of support for young readers. Their work starts before kids even enter school. Through the 1,000 Books Before Kindergarten program, families receive free books and guidance on building strong reading habits at home. These simple moments of shared reading lay the foundation for lifelong literacy.
In the classroom, DEEP ensures K-3 teachers at partner schools receive professional development grounded in the Science of Reading – a research-backed approach focused on phonics and comprehension. Principals collaborate to align instruction and strengthen schoolwide reading practices. The impact is clear: third-grade reading proficiency at DEEP schools has grown from 28% to 34% in just a few years, outpacing district trends.
Outside of school hours, DEEP San Diego extends its support through after-school and summer programs designed to make reading fun. The Soaring Readers tutoring program offers small-group instruction by certified teachers, helping students build skills and confidence. Meanwhile, Summer Readers, Future Leaders blends literacy with hands-on science, art, and music, keeping kids engaged and learning year-round.
What sets DEEP apart is its strong community connection. Rather than working from the outside in, DEEP partners with trusted local parents and leaders who serve as Family Empowerment Partners. These community liaisons help bridge the gap between schools and families, ensuring literacy support is accessible and culturally relevant.
“For me, DEEP is not about individual success,” Timmons says. “It is about creating a generation of readers – ensuring every student learns to read by third grade so they can read to learn for the rest of their lives.”
With plans to expand from four partner schools to others in the Lincoln Cluster and beyond, DEEP shows that the literacy crisis can be solved. When teachers are equipped, families are supported, and communities unite, real change happens. A thriving city starts with strong readers – and there are many ways to get involved.
