In the heart of southeastern San Diego, the Diamond Educational Excellence Partnership (better known as DEEP) is rewriting the story of literacy for young learners. Working hand-in-hand with four San Diego Unified elementary schools in the Lincoln Cluster – Chollas Mead, Encanto, Johnson, and Webster – DEEP connects educators and families with the proven tools and resources that help children become confident, capable readers.
Under the leadership of Executive Director Allison Ohle, DEEP’s model is rooted in collaboration. Rather than directing schools from the outside, the organization works shoulder-to-shoulder with principals, literacy coaches, and Family Empowerment Partners, who serve as trusted bridges between teachers and parents. The result is a shared sense of ownership – and a growing culture of literacy across the community.
DEEP’s efforts follow a simple but powerful theory of change: prepare children for kindergarten, ensure they are reading by third grade, and expand learning beyond the classroom. From bilingual family workshops and the 1,000 Books Before Kindergarten campaign to professional learning through the California Reading and Literature Project, DEEP helps both educators and families create environments where reading thrives.
But even strong programs must evolve. A recent San Diego County Office of Education report highlighted both DEEP’s progress and the need for deeper, more targeted in-school support. While students in DEEP San Diego schools were making gains, the data revealed that true transformation required reaching learners during the school day – when their minds are fresh and ready to grow.
That insight inspired DEEP’s newest initiative: the Literacy Liberators Program which brings trained tutors directly into classrooms. Working side-by-side with teachers, they provide small-group and one-on-one instruction tailored to each child’s reading level. Principals identified pilot classrooms where the program could have the greatest impact – and early results are promising. “The shift from after-school tutoring to in-class support is a game-changer,” says Ohle. “We are meeting kids where they are – right in their learning environment – and helping them connect the dots in real time.”
The move reflects DEEP’s commitment to data-driven improvement. Research shows that DEEP schools already lead their peers in implementing the Science of Reading – using structured phonics routines, standardized assessments, and collaborative professional learning. The Literacy Liberators build on this foundation, ensuring that every struggling reader gets focused, high-quality instruction during the hours that matter most.
At the same time, DEEP continues to nurture the “whole child” through family engagement and enrichment programs designed to spark joy and curiosity. Whether hosting literacy nights, running Summer Readers, Future Leaders, or supporting parent workshops, DEEP keeps its focus on one goal: ensuring every child gains the literacy skills – and the confidence – to lead a choice-filled life.
Through partnership, persistence, and innovation, DEEP is proving what is possible when a community rallies around its young readers. The Literacy Liberators represent the next chapter in that story bringing hope, focus, and tangible progress to classrooms across Southeast San Diego.
